Recent Presentations/Conferences
  • Maureen Barry, Senior Municipal Advisor/Vice President, and Anthony Kalina, Financial Specialist attended the Illinois City/County Management Association (ILCMA) Winter Conference in Normal, IL in February.
  • Jennifer M. Tammen, Principal and Municipal Advisor, Maureen, and Tricia Marino Rufflolo, Municipal Advisor, attended the Illinois Tax Increment Association (ITIA) Spring Conference in Moline, IL, March 30 - April 1, 2016.   • Jennifer served as co-captain and presenter for Lambda Alpha International Ely Chapter's 'Team Bennett', which was one of five civic groups invited by the Cook County Board of Commissioners to develop a strategy for a key market rate development opportunity. Each team's presentation was included in the Request for Proposals that was issued to the development community in an effort to inform the proposals and potential future redevelopment of the area. On April 6, 2016, Cook County Board President Toni Preckwinkle announced the selection of the development team and the plans for the redevelopment of the Old Cook County Hospital building and the surrounding strategic, excess real estate located in the heart of the Illinois Medical District and adjacent to downtown Chicago.

  • Anthony attended the Illinois Association of Municipal Management Assistants (IAMMA) 20th Annual Conference, Working Towards the Future Through Collaboration, on Friday April 22, 2016.

  • Jennifer, Maureen, and Tricia will attend the Council of Development Finance Agencies Illinois Roundtable at the offices of Seyfarth Shaw LLP in Chicago, on May 19, 2016. Click here to read more. Jennifer will be part of a panel discussion at the Council of Development Financing Agencies (CDFA) on May 19, 2016.   • Jennifer will be attending the International Council of Shopping Centers (ICSC) RECon Conference in Las Vegas, May 22-24, 2016.
  • Steve will be a presenter at the School Debt Issuance Seminar sponsored by the Illinois Association of School Business officials. The seminar will be held on Thursday, June 9, 2016 at NIU in Naperville. Click here to register.
  • Look for Maureen and Tricia to attend the joint ILCMA-WCMA Summer Conference in Lake Geneva, WI, June 22-24, 2016. Jennifer will be part of a panel discussion entitled, "Making the Best Deal for Your Community". Click here for more information.
  • Maureen will be presenting at the Illinois Government Finance Officers Association (IGFOA) Debt Institute on the Role of the Participants in a Bond Transaction on August 25, 2016. Registration opening soon.
  • At the beginning of this year, Maureen was promoted to Senior Municipal Advisor/Vice President. Congratulations, Maureen!
  • Maureen and Sid Inman, Senior Municipal Advisor/Vice President, provided economic development assistance to the City of Macomb in the review of a developer's proposal and the negotiation of a redevelopment agreement to redevelop a historic downtown hotel into an assisted living, independent living and Alzheimer's patient care facility using TIF funds.
  • John Miller, Municipal Advisor, Adrienne, and Steve assisted the Cook Memorial Public Library District with the sale of $3,390,000 General Obligation Refunding Debt Certificates (Limited Tax). This issue, which sold in October 2015, was a current refunding of a Series 2008 issue and was able to achieve a $282,280 net present value savings (8.40% of refunded principal) for the District. 
  • John and Steve assisted the Joliet Park District in December, 2015, with three negotiated sales in January 2016. The largest of these sales was the $5,755,000 General Obligation Park Bonds, Series 2016A, which provided funds for various park improvements. The bonds were issued pursuant to a $19,500,000 referendum approved by voters in November 2014.
  • Steve and Adrienne assisted the Plainfield Community Consolidated School District No. 202 in December of 2015 with the competitive sale of three bond issues: $5,500,000 Taxable General Obligation Limited School Bonds; $10,110,000 General Obligation Limited School Bond and $24,820,000 General Obligation Refunding Bonds. The advance refunding bond issue was able to achieve a net present value savings of $2,936,780 or 10.451% of the refunded principal. 
  • In January, John and Maureen assisted the Glenview Park District with the sale of
    $1,130,000 General Obligation Limited Tax Park Bonds. This non-referendum issue allowed the District to access its "debt service extension base" to generate funds for District-wide capital improvements.
  • In February, 2016, Adrienne and Steve assisted the Community Unit School District No. 320 Winnebago County (South Beloit) with the sale of Series 2016A and 2016B bond issues, which were privately placed. Proceeds of the $1,500,000 General Obligation Limited Tax School Bonds were used to finance district projects. The $347,000 General Obligation Refunding Bonds, Series 2016B, were issued to partial refund and restructure debt service on the District's previously outstanding Series 2013B Bonds.
Looking Ahead
  • Upcoming dates for referendums are Tuesday, November 8, 2016. The last day to adopt an ordinance or resolution to put a bond issue or rate request on the November 8th ballot is August 22, 2016. The next available election dates are February 28, 2017 and April 4, 2017.
