The Goal
Boston Scientific was considering relocating more than 1,000 jobs from its Maple Grove campus as part of plans for a new divisional headquarters, representing a capital investment anticipated to exceed $170 million. Maple Grove was one of three communities short-listed during the site selection process. The proposed 400,000-square-foot facility included research and development laboratories, office space, and customer-facing training facilities, creating both significant economic opportunity and competitive pressure for the City to retain the project.
The Solution
Ehlers assisted the City in evaluating Boston Scientific’s request for tax increment financing assistance and assessed the financial feasibility and public benefit of the proposed support. Ehlers also advised the City on pursuing State assistance, including applications to the Minnesota Investment Fund and the Job Creation Fund, to strengthen the overall incentive package and enhance Maple Grove’s competitiveness during the site selection process.
The Outcome
Maple Grove was selected as the location for Boston Scientific’s new divisional headquarters, successfully retaining more than 1,000 existing jobs within the community. The 400,000-square-foot facility was completed as planned, and Boston Scientific celebrated the grand opening of the new headquarters on October 20, 2025. The expansion, which involved state funding and local support, positioned Maple Grove as a key med-tech hub, with plans for future manufacturing growth and significant job creation.
