When assessing a development project that requests public support, how do you separate the wheat from the chaff to arrive at the real financial need? One tool frequently used is the development pro forma which evaluates the rate of return expected on the development by the proponent. This session focuses on the information needed to perform a gap analysis and determine the expected return on investment.

No single community need  be “on an island” when crafting and managing their district policies. Spend valuable time with other attendees in a round-table type setting discussing how and when to implement greater scrutiny on the approval of metropolitan and other special districts.
