About Our Speakers:

Katie Anthony, Associate Lead Analyst – Moody’s Investors Service

Katie Anthony is an Associate Lead Analyst for the Chicago Local Governments Ratings Team. She is currently the state lead for Nebraska, state backup for Wisconsin, and covers credits in Minnesota, Michigan, and North Dakota.  Prior to joining Moody’s, Katie was a Financial Analyst with Cook County, a consultant with the Chicago Public Schools, and an intern with the Chicago Mayor’s Office. She also worked for nonprofits focusing on health care and education.


Allison Buchanan, Partner – Quarles & Brady

Allison Buchanan is a partner with Quarles & Brady LLP’s Public Finance Group. She advises school districts and other municipalities in many areas of municipal finance. Allison works with school districts on the financing of capital projects and cash flow borrowing and bond and revenue cap referenda. She also assists other municipal clients on various tax-exempt bond financings and works on 501(c)(3) financings for health care and higher education facilities. Additionally, Allison advises clients regarding tax incremental financing districts and other economic development and redevelopment matters.


Anne Chapman, Senior Researcher – The Wisconsin Policy Forum

Anne Chapman is a senior researcher with the Wisconsin Policy Forum. She oversees the Forum’s education research portfolio. Her recent research on K-12 education focuses on state and local school district policy and finance, special education funding, English learners, arts education, and the educator workforce. Anne’s areas of expertise also include local government finance, arts and culture funding, and nonprofits/philanthropy. Before joining the Forum in August 2012, Chapman worked as a legislative program analyst at the Wisconsin Legislative Audit Bureau. Previously, she served as community impact manager for United Way of Salt Lake and community development agent with the United States Peace Corps in Mali, West Africa.


Natalie Claes, Analyst – Moody’s Investors Service

Natalie Claes is an Analyst for the Chicago Local Governments Ratings Team covering credits primarily in Ohio, Illinois, Indiana, Michigan, and Wisconsin. Prior to joining Moody’s, Natalie worked in the Wealth Management division of Comerica Bank, and was a Financial Examiner for the Texas State Securities Board.


 

Jerry Dudzik, Senior Municipal Advisor – Ehlers

Jerry started as a Senior Municipal Advisor for Ehlers in 2019. Jerry brings more than 20 years’ experience as a Wisconsin school business official to his role with Ehlers’ Education Finance Team. Most recently, he served nearly seven years as a Municipal Advisor and Vice President with Springsted (now Baker Tilly) where he worked with school district, higher education, city and county issuers across the Midwest.


 

David Groose, Associate Attorney – Quarles & Brady LLP

David Groose is an associate in Quarles & Brady LLP’s Public Finance Group. He advises municipalities and school districts in various areas of municipal finance. Some of David’s recent experience includes serving as bond counsel to Wisconsin municipalities with respect to structuring tax-exempt debt, taxable debt and revenue financings and advising school districts on capital project financing and bond and revenue cap referenda. He also provides assistance to clients related to public records and open meeting laws and advises underwriters in complying with the regulatory requirements of offering municipal securities.


Betsy Mueller, Researcher – The Wisconsin Policy Forum

Betsy Mueller is a researcher for the Wisconsin Policy Forum.  She joined the Forum is 2017 and focuses her work on education and social issues.  Prior to joining the Forum, she completed two years of national service with AmeriCorps, working with Milwaukee high school students and their families to navigate the college admissions process.

 


 

Jeff Seeley, Senior Municipal Advisor – Ehlers

Jeff assists Minnesota and Wisconsin school districts in developing financial solutions that improve and enrich the regions’ learning communities. Prior to joining Ehlers, he was Director of Fiscal Affairs with Winona School District for eight years. He also served as the Financial Director for three different Wisconsin school districts. Jeff’s hands-on experience as a school district business official gives him unique insight into the challenges his clients face and empowers him to devise unique solutions helping to move their projects forward.
