2026 Minnesota Public Finance Seminar

It’s really about people pulling together to create smart plans, build community consensus, and share in the hard work that helps bring generational projects to life! That’s why we’re so happy to invite you to our annual Minnesota Public Finance Seminar. This year, we are again offering two-track optional workshops covering the foundations of both public financing and municipal finance. This programming is ideal for new staff members or a refresher for all. Beginning Thursday afternoon, two learning tracks will bring public finance, TIF and development concepts to life with actual stories and case studies from communities across Minnesota. Plus, we're excited to host a general forum panel exploring the art of negotiations across all facets of public finance! And finally, members from the League of Minnesota Cities' Intergovernmental Relations team will join us to share the latest news from the Minnesota State Legislature. We hope you can attend!

Municipal Finance 101: The Building Blocks of Local Government Finance

Tax Increment Financing 101: From Concept to Creation

Understanding the fundamentals of tax increment financing (TIF) is critical to help fill financial gaps and drive development initiatives forward. What exactly IS economic development? It’s a question asked by people across a wide range of experience levels and professional backgrounds, whether in municipal government or private industry. In practice, economic development takes many forms. It can mean filling financial gaps in development projects, creating housing to ensure a stable workforce for local businesses, or investing in physical infrastructure, like roads and transit systems, to improve mobility and connect people to jobs, schools, and families efficiently. This session will offer an overview of economic development, outline the tools and strategies available in Minnesota, and explore several case studies that demonstrate how these tools are applied in real-world scenarios.

Whether it be a new industry in your community or a new capital project for the city, good communication is an important component in project management and allows projects to progress smoothly and on time. Learn how Lakeville and Rosemount have been able to communicate the vision for their community, keep the public informed, and move projects forward, including approval of a referendum for park improvements.

TIF 201: Development Finance & Public Assistance

Nick Anhut - Ehlers, Troon Dowds - Colliers
Having grasped the fundamentals of public financial tools like tax increment financing, the next steps are to dig deeper into how financial tools can be used to assist projects while balancing the goals of being responsible with tax dollars and delivering on policy objectives. This session will dive into the market realities of private financing: the demands and limits various private funding sources place on projects and how that impacts the amount of private investment a developer is able to raise.  This session will give you an understanding of how these dynamics may come into play for your local development project(s) and why there may be a need to supplement private sources with public funding to get the job done.  From comparing costs between sites to a detailed proforma analysis, you’ll learn the importance of the “but for test” and how to support that finding in practice for TIF Districts and other public resources. We will also discuss the potential impacts of grants and public loans, as well as how a public revenue stream, whether from tax increment or abatement, can create additional funds that can be used to for project costs.

Whether you’re negotiating contracts, partnerships, or internal agreements, effective skills can lead to more favorable outcomes. Negotiation is both an art and a science, requiring preparation, strategic thinking, and the ability to read people and situations in real time. Dan is a Senior Municipal Advisor with our Minnesota Municipal Finance team. He regularly assists clients with municipal debt transactions, economic development and redevelopment initiatives, long-term financial planning, fiscal studies and utility rate analyses. Dan brings 10 years of direct local government experience to his role with the firm, most recently serving as the Director of Finance for the City of Fridley. He also worked in leadership and administrative roles for the City of Winsted and Dakota County. Dan has exceptional experience in developing and executing capital improvement plans, crafting and managing multi-million dollar budgets and managing public investment portfolios in excess of $40 million. Clients rely on his wide range of municipal project experience – everything from airports to dams and municipal liquor stores to wastewater treatment facilities – to help them achieve their communities’ goals

April, a Senior Fiscal Consultant with our Minnesota Municipal Finance team, regularly assists clients with long-term financial management planning, utility rate studies, and tax increment financing administration and reporting. Prior to joining Ehlers, April amassed more than seven years of direct local government experience, most recently serving as the Finance Manager for the City of St. Louis Park, Minnesota.

Keith Dahl

Keith joined Ehlers in 2019 and currently serves as a Senior Municipal Advisor with our Minnesota Municipal Finance team. His prior direct experience in local government, economic development and housing development gives him keen insight into the opportunities and challenges his client communities face. Keith displays a strong understanding of public financial assistance and is able to distill complex information into easy-to-understand terms.

Rebecca Kurtz

Rebecca is a Senior Municipal Advisor who joined Ehlers in 2000 to help Minnesota cities, counties and special districts with the design and implementation of financial solutions for economic development projects. Ehlers’ clients benefit from Rebecca’s experience in tax increment financing and tax abatement, debt issuance, development analysis and public finance related projects. Prior to joining Ehlers, Rebecca worked for Minnesota’s Department of Employment and Economic Development and South Dakota’s Governor’s Office of Economic Development.

Kyle Sawyer

Kyle is Ehlers' Director of Fiscal Consulting where leads our team of Fiscal Consultants in developing long-term financial management plans, TIF management plans and utility rate studies. . Kyle brings more than a decade of direct local government experience to his role with the firm. From 2011 to 2021, he served as an Accountant and Assistant Finance Director for the City of Edina where he was integral in developing Capital Improvement Plans, constructing the biennial budget and conducting annual audits. He also assisted with debt planning and issuance, investments oversight and cash flow management. Before that, Kyle worked as an auditor for cities and school districts across Minnesota.

Kelly Horn is a Fiscal Consultant with Ehlers where she focuses on helping clients reach their goals through financial management planning and fiscal studies.  She also provides tax increment financing reporting and interim staffing services.  Prior to joining Ehlers, Kelly amassed nearly a decade of direct local government and auditing experience, most recently serving as the Finance Director for the City of Buffalo.

Schane Rudlang

Municipal Advisor - Ehlers

Schane serves as a Municipal Advisor on our Minnesota Municipal Finance team where he primarily assists Ehlers’ clients with their Economic Development and Redevelopment initiatives. Prior to joining the firm, Schane spent 11 years as Bloomington’s Port Authority Administrator, leading over $1.3 billion in public and private investment in the South Loop District. His work included multiple Mall of America expansions, housing and hotel projects, business expansion and retention initiatives, and efforts to bring a World’s Fair back to the United States in Minnesota. He also was the primary contact for Bloomington’s legislative policies, working with lobbyists, policy experts and also testifying at legislative hearings.

Jason Aarsvold

Jason is a Senior Municipal Advisor with our Minnesota Municipal Finance team. He brings nearly two decades of municipal development and finance experience to his role with the firm. Jason has analyzed and negotiated some of the most complicated economic development and redevelopment projects in Minnesota, navigating complex financial issues and creating new, innovative community solutions. One of Jason’s greatest attributes is his ability to demystify the complexities of the economic development process for his clients. He unites community leaders, developers and residents, guiding them through program development with his strong market knowledge and public finance expertise.

Ryan Miles

Ryan joined Ehlers as a Senior Investment Adviser in 2018, bringing more than 10 years’ financial and investment management experience to his role. Instrumental in driving the growth of our Investment services and capabilities, he was promoted to Managing Director in 2021. Previous to joining Ehlers, Ryan served as a Cash Management Officer with a Twin Cities-based community bank.

Brian Johnson

Director of Investment Services - Ehlers

Brian joined Ehlers as the Director of Investment Services in 2024, bringing our clients more than 20 years’ experience in developing fixed-income portfolio strategies, cash flow forecasting and investment policies for public funds investors. He previously worked for nearly a decade for a public-sector asset management firm, where he provided fixed-income investment services to municipalities, school districts and other public entities. Prior to that, he spent more than 10 years with two Minneapolis-based broker-dealer firms.

Bruce Kimmel

Senior Municipal Advisor - Ehlers

Bruce brings more than 25 years of municipal and financial advisory experience to his clients in Minnesota, Colorado and Kansas. His practice focuses on financing public utility infrastructure and other capital improvements, as well as analyzing and negotiating many forms of public participation in private development projects. His knowledge of capital budgeting and infrastructure finance helps Ehlers’ clients find creative, effective ways to fund essential improvements while also mitigating future fiscal risks for the community.

Jim serves as an Adviser on our Investment team, where he helps Minnesota and Wisconsin clients with public funds portfolio strategy, development and management. He brings more than 13 years of retail and institutional investment experience to the firm, most recently working as a Vice President and Financial Consultant with a national brokerage firm, where he managed a practice of 300 high-value relationships totaling over $500,000,000 in assets.

Logan Schwartz, CFA

Associate Portfolio Manager - Ehlers

Logan provides operational and analytical support for our Investment team, helping with fixed income trading, cash flow and account balance forecasting, and market research and analysis. He joined Ehlers as a Public Finance Analyst in 2016 after working as an Analyst with Wells Fargo.

Joe Masiarchin

Parks & Recreation Director - The City of Lakeville

With over 25 years of experience in parks, recreation, and arts administration, Joe Masiarchin currently serves as the Parks and Recreation Director for the City of Lakeville. Previously, Joe held leadership roles with the Germantown Parks & Recreation Department as their Interim Director and Recreation Supervisor. Most recently, he spent nearly 10 years as the Manager at the Lakeville Area Arts Center, overseeing operations, strategic planning, budgeting, grant acquisition, and community engagement.

Adam Kienberger

Community Development Director - The City of Rosemount

Adam has been the Community Development Director with the City of Rosemount for five years. With experience working at both the local and state levels of government he offers a perspective that can work to bridge gaps between different levels of government and focus on leveraging outside resources to build a successful community.

Nick Anhut

Nick is a Senior Municipal Advisor with our Minnesota Municipal Finance team where he works to design, negotiate and communicate innovative solutions to meet his clients’ capital and development financing needs. Nick has a thorough understanding of rating agencies’ credit analysis methodologies, which helps him identify future fiscal risks for clients and guide them through the rating process. Prior to joining Ehlers, he amassed strong local government experience working for Carver County, Minnesota. Nick also served for seven years as an Active Duty Aviation Officer in the U.S. Army.

Troon Dowds

Senior Vice President - Colliers

Troon joined Colliers in 2018 and is a Senior Vice President in our Minneapolis office. He is responsible for procuring debt and equity for his clients’ commercial real estate development and investments. Troon graduated from The George Washington University in Washington, D.C. with a MBA in 2006 after receiving his BA from St. John's University in Collegeville, MN in 2001. His career path includes stops at Private Developers, Bank of the West, Mortenson Construction, CBRE, and Grandbridge Real Estate Capital before joining Dougherty/Colliers in 2018. Over his 18+ years of commercial real estate experience, he has been involved in the origination and funding of more than 100 commercial real estate transactions across a variety of different property types.

Stacie Kvilvang

Stacie is a Senior Municipal Advisor with our Minnesota Municipal Finance team and has been active with the firm since 2002. She advises local governments and public agencies in the design and implementation of financial solutions that help communities bring their visions to life. Prior to joining Ehlers, she amassed 10 years of first-hand local government experience working for one of the largest Twin Cities suburban communities. One of Stacie’s greatest contributions to Ehlers and our clients is her extensive background in all aspects of the public approval process for development and redevelopment projects and her understanding of development financing and costs from the private side of transactions.

Brian Reilly, CFA

Senior Municipal Advisor | Managing Director - Ehlers

Brian is a Senior Municipal Advisor and works with local units of government, special districts and authorities, and public agencies in the areas of debt issuance, fiscal planning, special studies, economic development and tax increment. He advises clients with billions of dollars in debt issuance and also has experience with non-profit and municipally owned healthcare financing. He currently leads Ehlers’ Minnesota Municipal Finance team as one of the firm’s Managing Directors and serves as the President of our Investment Management Team.

Kristopher Swanson, PE

Vice President of Water - Bolton & Menk

Kris knew at age 16 that he wanted to be a water and wastewater engineer and has pursued excellence in the field since beginning his career in 2000. As Vice President of the Water Division and a member of the Board of Directors at Bolton & Menk, he leads strategic planning and oversees water, wastewater, and water resources services. Kris has deep experience in all phases of system design and management and has led several of the firm’s most advanced treatment projects. He values strong client relationships and enjoys turning complex challenges into successful outcomes.

Thomas Cummins, CCP

Managing Director & Practice Leader - Gallagher

Thomas Cummins is the Managing Director of the Research and Insights survey team at Gallagher, a prominent compensation and benefits surveying practice. With his expertise in research, design, data modeling, and survey techniques, he contributes to the creation of numerous national, regional, and local reports. Thomas has transformed the survey operations from conducting only two local healthcare surveys to producing hundreds of surveys across the globe.  Notably, he played a pivotal role in developing the some of the largest privately produced employee compensation and benefits survey in the country.

David Arbit

Director of Research - Minnesota Realtors

David Arbit is the Director of Research with Minnesota Realtors. In this role, he oversees statewide market data research. David embodies two decades of experience spanning research, government affairs, media and industry relations as well as education, training and public speaking. He holds a Masters in Housing and Economic Development from the Hubert H. Humphrey Institute at the University of Minnesota. He has undergraduate degrees in Urban Geography and Political Science. Past posts include the City of Minneapolis economic development agency, the Family Housing Fund, the Greater Metropolitan Housing Corporation, the Center for Urban and Regional Affairs and Minneapolis Area Realtors.

James Lehnhoff, MURP

Assistant Commissioner - Multifamily - Minnesota Housing

As a real estate housing leader, James has earned a reputation for taking on complex real estate development projects, collaborating across sectors, and successfully executing plans. He is recognized for creating and understanding technical financial models and quickly building relationships to achieve goals for good. James finds tremendous personal and professional satisfaction in affordable housing operations, development, and helping communities create stronger communities for everyone.

Will O'Keefe

Director of Development - Bader

Will O'Keefe guides overall project direction and coordination for all new developments from project sourcing through lease up. Prior to working for Bader, Will worked at the National Trust for Historic Preservation and Preservation Alliance of Minnesota (now Rethos). In those roles, Will saw how impactful real estate development can be in transforming and revitalizing neighborhoods and communities. To date, Will has been a part of more than $600M in new developments completed or currently under construction with Bader, including affordable housing, historic tax credit, mixed-use and market rate projects. He works closely with a variety of partners, both internally and externally, and excels at funneling various opinions and ideas into creating exceptional multifamily communities.

Jeanne Vogt

Senior Fiscal Consultant - Ehlers

Jeanne is a Senior Fiscal Consultant for Ehlers’ Minnesota team. She partners with cities, townships, counties, public utilities and special districts across the state to develop and implement long-term financial plans, particularly in the area of sewer and water rates studies. Prior to joining Ehlers in 2008, she worked for more than a decade as an Accountant for Ramsey County and most recently as Finance Director for the City of Vadnais Heights. Our clients benefit from Jeanne’s expertise in the area of property tax policy, fiscal disparities, and tax increment financing and TIF reporting.

Holly Hansen

Community Development Director - The City of Cloquet

Holly Hansen is the Community Development Director for the City of Cloquet. The Community Development Department works with residents, businesses, developers, and other private and public entities to promote a safe, desirable, and economically viable environment for the citizens and businesses of Cloquet. The core functions of the Community Development Department are to provide building inspections and housing code compliance, planning, zoning, and subdivision of land services, and economic development services. Holly specializes in economic development and takes an active role in attracting new business to the community, retaining existing businesses, assisting businesses with expansion, and enabling rehabilitation and/or redevelopment within the community

Sean Lundy

Manager of Special Projects & Initiatives - The City of Bloomington

Sean works as the Special Projects & Initiatives Manager for the Department of Community Development with the City of Bloomington. His portfolio includes the Hatch Bloomington Business Pitch Competition, which awards $100,000 to aspiring entrepreneurs, and the Bloomington Economic Partnership, which leverages key business investments to realize several large-scale economic initiatives and is projected to bring in over $1.5 billion to the local marketplace. He also led a city-wide initiative to fund $54 million in sewer redevelopment and oversaw a $1 million office remodel.

Brenda Springer

Finance Director - The City of Anoka

Brenda has served as the Finance Director for the City of Anoka since 2017, overseeing the city’s financial operations and long-term fiscal planning.  She has spent 17 years in governmental finance between Anoka County and the City of Anoka.  She also serves as Treasurer for Bradford Township, Stanford Townships and Haven for Heros, an organization which provides recovery and transitional housing to service members and veterans.  Brenda has been working closely with city staff to launch the municipal cannabis dispensary, Anoka Cannabis Company. Brenda and her team are excited to become the first municipal dispensary in Minnesota and currently the only municipally operated cannabis dispensary in the nation helping the city to move forward innovative public finance initiatives.

Scott Schulte

Community Development Director - The City of Champlin

Scott Schulte currently serves as the Community Development Director for the City of Champlin (since 2019) and prior to that was the City Planner with Champlin.  In this role, he is responsible for the overall leadership and management of the department where he oversees planning, building inspections, code enforcement, and economic development.  In total, Scott has over 27 years of experience in local government.


Continuing Education Information

Ehlers has applied for 8.25 hours of CLE Credits by the Minnesota Board of Continuing Legal Education. Attorneys wishing to receive credit for this course must report their attendance in their OASIS portal at www.cle.mn.gov.
