Twin Cities Army Ammunition Plant (TCAAP) Redevelopment

CASE STUDY: Ramsey County, Minnesota

The Goal 

The Twin Cities Army Ammunition Plant in Arden Hills, Minnesota, has stood at the center of multiple potential redevelopment initiatives, debates and false-starts for more than two decades. In 2014, Ramsey County began the task of constructing a complete and multi-faceted development plan for the site. 

The Solution

County officials engaged Ehlers for financial planning and economic redevelopment services. For several years, Ehlers has partnered with Ramsey County to develop and update fiscal planning for a wide-variety of economic redevelopment options for the TCAAP site. This work encompasses all components of the proposed initiative, including public and private sector costs, land use and pricing, projected tax revenues, community benefits (livable wage, affordable housing, etc.), funding sources, and repayment/reimbursement options. Most recently, Ehlers advised the County in selecting a master developer and negotiating with various legal teams and outside parties to secure an acceptable development agreement that must include a three-way partnership between the County, The City of Arden Hills and the proposed Developer. 

The Results 

While project planning continues, the County continues to rely on Ehlers for its analysis and advisory services to develop a financial solution that provides the optimal benefits to Ramsey County and City of Arden Hills constituents and generates a return on investment that meets or exceeds current targets.
