2025 Minnesota Public Finance Seminar

This year, we are offering two-track optional workshops covering the foundations of both public financing and municipal finance. This programming is ideal for new staff members or a refresher for all. Beginning Thursday afternoon, two learning tracks will bring public finance, TIF and development concepts to life with actual stories and case studies from communities across Minnesota. Plus, we're excited to host a general "ask the experts" session where our senior-most advisors will answer your most pressing questions! And finally, Daniel Lightfoot and his colleagues from the League of Minnesota Cities will join us to share the latest news from the Minnesota State Legislature. We hope you can attend!

Communities have long-regulated development with several common tools including comprehensive planning, land use designations, zoning and construction of infrastructure. Yet, beyond those measures, the private market has generally dictated the type and pace of development. It doesn’t need to be that way! In today’s environment, communities want to more proactively shape development and redevelopment outcomes, tasks that typically fall to local economic developers and raise several important questions around effectively playing a role in this critical work. From Proceeds to Payoff: Managing Debt Effectively

Perfect for finance staff new to public debt accounting, as well as those who want to refine their current practices, this session will explore the leading ways to manage bond proceeds, debt services funds, and the revenues required to pay for debt, including special assessments and property taxes. Schane Rudlang

Municipal Advisor - Ehlers

Schane serves as a Municipal Advisor on our Minnesota Municipal Finance team where he primarily assists Ehlers’ clients with their Economic Development and Redevelopment initiatives. Prior to joining the firm, Schane spent 11 years as Bloomington’s Port Authority Administrator, leading over $1.3 billion in public and private investment in the South Loop District. His work included multiple Mall of America expansions, housing and hotel projects, business expansion and retention initiatives, and efforts to bring a World’s Fair back to the United States in Minnesota. He also was the primary contact for Bloomington’s legislative policies, working with lobbyists, policy experts and also testifying at legislative hearings.

Keith Dahl

Municipal Advisor - Ehlers

Keith joined Ehlers in 2019 and currently serves as a Municipal Advisor with our Minnesota Municipal Finance team. His prior direct experience in local government, economic development and housing development gives him keen insight into the opportunities and challenges his client communities face. Keith displays a strong understanding of public financial assistance and is able to distill complex information into easy-to-understand terms.

Dan Tienter

Municipal Advisor - Ehlers

Dan is a Municipal Advisor with our Minnesota Municipal Finance team. He regularly assists clients with municipal debt transactions, economic development and redevelopment initiatives, long-term financial planning, fiscal studies and utility rate analyses. Dan brings 10 years of direct local government experience to his role with the firm, most recently serving as the Director of Finance for the City of Fridley. He also worked in leadership and administrative roles for the City of Winsted and Dakota County. Dan has exceptional experience in developing and executing capital improvement plans, crafting and managing multi-million dollar budgets and managing public investment portfolios in excess of $40 million. Clients rely on his wide range of municipal project experience – everything from airports to dams and municipal liquor stores to wastewater treatment facilities – to help them achieve their communities’ goals

Pa Thao

Director of Finance - The City of Edina

Pa Thao’s journey in municipal finance began in 2014 as an Accountant for the City of Brooklyn Park, where she laid the foundation for her career and established lasting connections within the Minnesota Government Finance Officers Association (MNGFOA). She is an active member of the MNGFOA Student Conference Committee and served as an Executive Board Member in 2023. After her time at the City of Brooklyn Park, Pa became a Senior Associate with Abdo Financial Solutions, providing consulting and interim finance director services to various municipalities. This role allowed her to gain invaluable experience in different areas of municipal finance, including process improvements and long-term financial planning. In late 2021, Pa joined the City of Edina as the Accounting and Auditing Coordinator. She was later promoted to Assistant Finance Director and now serves as the Finance Director. Pa holds a Bachelor of Business Administration in Finance and Accounting from Concordia University, Saint Paul. Outside of work, Pa and her husband stay busy with their five energetic children. In her free time, she enjoys playing board games, pickleball, and exploring Minnesota State Parks.

Stacie Kvilvang

Senior Municipal Advisor - Ehlers

Stacie is a Senior Municipal Advisor with our Minnesota Municipal Finance team and has been active with the firm since 2002. She advises local governments and public agencies in the design and implementation of financial solutions that help communities bring their visions to life. Prior to joining Ehlers, she amassed 10 years of first-hand local government experience working for one of the largest Twin Cities suburban communities. One of Stacie’s greatest contributions to Ehlers and our clients is her extensive background in all aspects of the public approval process for development and redevelopment projects and her understanding of development financing and costs from the private side of transactions.

Jason Aarsvold

Senior Municipal Advisor - Ehlers

Jason is a Senior Municipal Advisor with our Minnesota Municipal Finance team. He brings nearly two decades of municipal development and finance experience to his role with the firm. Jason has analyzed and negotiated some of the most complicated economic development and redevelopment projects in Minnesota, navigating complex financial issues and creating new, innovative community solutions. One of Jason’s greatest attributes is his ability to demystify the complexities of the economic development process for his clients. He unites community leaders, developers and residents, guiding them through program development with his strong market knowledge and public finance expertise.

Kyle Sawyer

Director of Fiscal Consulting - Ehlers

Kyle is Ehlers' Director of Fiscal Consulting where leads our team of Fiscal Consultants in developing long-term financial management plans, TIF management plans and utility rate studies. . Kyle brings more than a decade of direct local government experience to his role with the firm. From 2011 to 2021, he served as an Accountant and Assistant Finance Director for the City of Edina where he was integral in developing Capital Improvement Plans, constructing the biennial budget and conducting annual audits. He also assisted with debt planning and issuance, investments oversight and cash flow management. Before that, Kyle worked as an auditor for cities and school districts across Minnesota.

Kelly Horn, CPA

Senior Fiscal Consultant - Ehlers

Kelly Horn is a Fiscal Consultant with Ehlers where she focuses on helping clients reach their goals through financial management planning and fiscal studies.  She also provides tax increment financing reporting and interim staffing services.  Prior to joining Ehlers, Kelly amassed nearly a decade of direct local government and auditing experience, most recently serving as the Finance Director for the City of Buffalo.

Bruce Kimmel

Senior Municipal Advisor - Ehlers

Bruce brings more than 25 years of municipal and financial advisory experience to his clients in Minnesota, Colorado and Kansas. His practice focuses on financing public utility infrastructure and other capital improvements, as well as analyzing and negotiating many forms of public participation in private development projects. His knowledge of capital budgeting and infrastructure finance helps Ehlers’ clients find creative, effective ways to fund essential improvements while also mitigating future fiscal risks for the community.

Nick Anhut

Senior Municipal Advisor - Ehlers

Nick is a Senior Municipal Advisor with our Minnesota Municipal Finance team where he works to design, negotiate and communicate innovative solutions to meet his clients’ capital and development financing needs. Nick has a thorough understanding of rating agencies’ credit analysis methodologies, which helps him identify future fiscal risks for clients and guide them through the rating process. Prior to joining Ehlers, he amassed strong local government experience working for Carver County, Minnesota. Nick also served for seven years as an Active Duty Aviation Officer in the U.S. Army.

Jeanne Vogt

Senior Fiscal Consultant - Ehlers

Jeanne is a Senior Fiscal Consultant for Ehlers’ Minnesota team. She partners with cities, townships, counties, public utilities and special districts across the state to develop and implement long-term financial plans, particularly in the area of sewer and water rates studies. Prior to joining Ehlers in 2008, she worked for more than a decade as an Accountant for Ramsey County and most recently as Finance Director for the City of Vadnais Heights. Our clients benefit from Jeanne’s expertise in the area of property tax policy, fiscal disparities, and tax increment financing and TIF reporting.

Josh Feldman

Finance Director - The City of Eagan

Josh Feldman currently serves as the Finance Director for the City of Eagan and is a graduate of St. Mary’s University of Winona, MN, where he received a BA in Accounting. After graduation, Josh began his career in accounting by working as an auditor for the Minnesota Office of the State Auditor and Redpath and Company. After seven years of experience auditing counties, cities and watershed districts, Josh shifted to a rewarding career in government service and was appointed to be the Finance Director for the City of South St. Paul. Following a six-year tenure at the City of South St. Paul, Josh began work for the City of Eagan as an Assistant Finance Director, where he managed a talented accounting and finance team. Josh was appointed Finance Director in 2021 after eight years of service as an Assistant Finance Director. Josh recently served on the Minnesota Government Finance Officer Association Board and was the 2021 President. Josh lives, works, and plays in Eagan and enjoys golf, running, and skiing out west with his family of six.

April Weller

Senior Fiscal Consultant - Ehlers

April, a Senior Fiscal Consultant with our Minnesota Municipal Finance team, regularly assists clients with long-term financial management planning, utility rate studies, and tax increment financing administration and reporting. Prior to joining Ehlers, April amassed more than seven years of direct local government experience, most recently serving as the Finance Manager for the City of St. Louis Park, Minnesota.

Todd Hagen

Senior Municipal Advisor - Ehlers

Todd has been with Ehlers since 2001, working with our Minnesota Municipal Finance team. He has more than 30 years of experience financing local government infrastructure and facilities, including municipal buildings, public works and public safety facilities, public utilities, equipment and roads. Todd’s expertise goes far beyond debt issuance – extending to a wide range of finance needs such as measuring the tax impact of projects, completing fiscal studies and financial management plans, and analyzing the feasibility of projects.

Rebecca Kurtz

Senior Municipal Advisor - Ehlers

Rebecca is a Senior Municipal Advisor who joined Ehlers in 2000 to help Minnesota cities, counties and special districts with the design and implementation of financial solutions for economic development projects. Ehlers’ clients benefit from Rebecca’s experience in tax increment financing and tax abatement, debt issuance, development analysis and public finance related projects. Prior to joining Ehlers, Rebecca worked for Minnesota’s Department of Employment and Economic Development and South Dakota’s Governor’s Office of Economic Development.

Daniel Lightfoot

Intergovernmental Relations Representative - League of Minnesota Cities

Daniel Lightfoot is an Intergovernmental Relations Representative with the League of Minnesota Cities where he primarily covers housing and telecommunications issues and advocates on behalf of member cities before state lawmakers and agency officials. Prior to joining the League of Minnesota Cities, Daniel was the Government Affairs Manager at the Minnesota Dental Association where he lobbied on behalf of over 3,000 dental providers across the state. Daniel also worked as a Public Policy Advisor with Faegre Baker Daniels LLP in Washington, DC as a member of the firm’s Public Sector Practice Group representing local government clients before the U.S. Congress and federal agencies. Daniel earned his undergraduate degree in political science from the University of Minnesota in 2013.

Nathan is an Intergovernmental Relations Representative with the League of Minnesota Cities. The League's Intergovernmental Relations (IGR) staff work on legislative issues that matter to cities. Nathan specializes in the following legislative issues:

Beth Johnston

Intergovernmental Relations Representative - League of Minnesota Cities

Beth Johnston is an Intergovernmental Relations Representative at the League. She joined the League in July 2024 and her portfolio includes cannabis regulation, elections, regulated industries, and procurement. Prior to joining the League, Beth worked at the Minnesota Senate as an advisor to the Majority Leader and at the Minnesota Department of Revenue as a policy advisor for property and special taxes.

Ryan Miles

Managing Director - Ehlers

Ryan joined Ehlers as a Senior Investment Adviser in 2018, bringing more than 10 years’ financial and investment management experience to his role. Instrumental in driving the growth of our Investment services and capabilities, he was promoted to Managing Director in 2021. Previous to joining Ehlers, Ryan served as a Cash Management Officer with a Twin Cities-based community bank.

Brian Johnson

Director of Investment Services - Ehlers

Brian joined Ehlers as the Director of Investment Services in 2024, bringing our clients more than 20 years’ experience in developing fixed-income portfolio strategies, cash flow forecasting and investment policies for public funds investors. He previously worked for nearly a decade for a public-sector asset management firm, where he provided fixed-income investment services to municipalities, school districts and other public entities. Prior to that, he spent more than 10 years with two Minneapolis-based broker-dealer firms.

Matt Tourville

Portfolio Manager - Ehlers

Matt is a Senior Investment Adviser and Portfolio Manager serving Ehlers’ local government and school district clients across Minnesota. He brings more than 15 years of investment and municipal bond trading and market analysis experience to his role, most recently serving as an Analyst and Trader with a Minnesota-based advisory firm. Matt holds bachelor’s degrees in Economics and Political Science and a master’s degree in Financial Mathematics. He is also a Series 65 licensed Uniform Investment Adviser.

Jim Groetsch

Investment Adviser - Ehlers

Jim serves as an Adviser on our Investment team, where he helps Minnesota and Wisconsin clients with public funds portfolio strategy, development and management. He brings more than 13 years of retail and institutional investment experience to the firm, most recently working as a Vice President and Financial Consultant with a national brokerage firm, where he managed a practice of 300 high-value relationships totaling over $500,000,000 in assets.

Jason Brisson

Portfolio Manager - Choice Bank

Jason Brisson has almost a decade of experience in economic development and commercial finance. He previously served as the Director of Economic Development for the City of Worthington, MN. While in that role, he also served as the Interim Executive Director for the Worthington Regional Economic Development Corporation, a CDC serving Nobles County, MN. He left Worthington to join the City of Minneapolis as an Economic Development Specialist, where he provided financing for commercial projects. In 2023, Jason left economic development and joined Choice Bank as a Senior Credit Analyst. He currently works with Choice as a Commercial Loan Portfolio Manager.

Sandy Voight

Director - Entrepreneur Fund

Sandy Voigt joined the Entrepreneur Fund in 2018 to launch a new Women’s Business Alliance Center (WBA) to serve central MN. The WBA is a program of the Entrepreneur Fund and funded in part through a cooperative agreement with the U.S. Small Business Administration (SBA) as a certified Women's Business Center. Prior to joining the Women’s Business Alliance, Voigt spent several years at the Initiative Foundation in Little Falls and Region Five Development Commission in Staples working with business financing loan programs, grants for community and economic development and technical assistance programs for businesses. She has also worked with fund raising and development efforts to continue growth of nonprofits.

Hiromi Yokoi

Business Advisor - NextStage

With experience leading international marketing efforts, serving as a financial marketing analyst, and providing marketing and sales project management, Hiromi is known as a results-oriented professional.  She has a wide range of professional experiences with Six Sigma certification and PMP training, which led her to develop the Implementation Roadmap Process™ (IRP). IRP ensures alignment of implementation to developed strategies by integrating budget modeling, resource alignment and metric/ROI measures.  Hiromi brings this experience to the role of NextStage Business Advisor, specializing in assistance to established small businesses to stabilize and improve operations, helping them to grow and thrive.

Alex Guggenberger

County Assessor - Anoka County

Alex Guggenberger is the Anoka County Assessor.  Serving in this capacity for the 5th largest county in Minnesota by land area, he is responsible for the assessment of first-ring suburbs like the City of Columbia Heights, as well as rural communities like the City of Bethel with less than 300 parcels. Before coming to Anoka County, Alex worked as an appraiser for the City of Minneapolis as well as a fee appraiser. His career at Anoka County has provided Alex a wealth of different experiences due to the unique variety and complexity of parcels found within the county. This combined 15 years of experience in the assessment field allows him to navigate the complex assessment and tax related questions that come with such a diverse portfolio of properties. As President of the Minnesota Association of Assessing Officer’s, Alex is also involved in Assessment & Tax related initiatives at the state level.

 

Tim Bulger

City Assessor - The City of Bloomington

Tim Bulger is the Bloomington City Assessor where he is responsible for the valuation and classification of the city’s $18 billion of estimated market value.  In this role he is faced with complex valuation problems that include Bloomington’s rapidly growing apartment market, substantial hotel sector, class A office towers, and of course, the Mall of America.  Tim has a decade of assessing experience that includes both city and county level roles, resulting in a deep understanding of valuation and tax issues.

Heidi Nelson

City Administrator - Maple Grove

Heidi Nelson began her career in municipal government with the City of Blaine in 1997. In 2002, she joined the City of Ramsey serving as Deputy City Administrator/Community Development Director from 2002 to 2012. Heidi then served as City Manager for the City of Wayzata from 2012 to 2015 before joining the City of Maple Grove in December 2015 as the City Administrator.

Brett Angell, AICP, EDFP

Community Development Director - The City of Rogers

Brett Angell is the Community Development Director for the City of Rogers. He has worked in the community development field within the Twin Cities metropolitan area for the past 13 years with roles in both planning and economic development. Brett holds American Institute of Certified Planners (AICP) and Economic Development Finance Professional (EDFP) certifications. Through his career, Brett has led numerous large business recruitment projects, real estate transactions, and continuously seeks to implement new and innovative techniques to bring exciting projects to the community.

Tricia Hobbs

Manager of Housing & Economic Development - The City of Duluth

Tricia Hobbs joined the City of Duluth in January 2022 as a Senior Economic Developer. Most recently, Tricia stepped into the role of Manager of Housing and Economic Development, driving and leading projects and programs contributing to growth and development in Duluth. She also serves as the Executive Director of the Duluth Economic Development Authority. Prior to joining the City of Duluth, Tricia spent the previous ten years in financial services, leading community and business development across Minnesota. Tricia holds a master’s in organizational leadership from the University of Minnesota.

Julie Klima

Community Development Director - The City of Eden Prairie

Julie Klima has 25+ years of background in community planning. She currently serves as Eden Prairie’s Community Development Director. As director, Julie leads the Community Development Department, which includes the divisions of Assessing, Economic Development, Housing and Community Services and Planning. She led the Aspire Eden Prairie 2040 comprehensive plan update, was pivotal in the creation of Citywide design guidelines, and was an integral member of the Southwest Light Rail project team.
